It appears the builder planned to install winking eyes, but then gave up on that animation - thus the unused pulleys.
I really like the design of the face, do you know who made the head?

Figure Builder Joe Smith sculpted this wondeful little guy. Joe is located out of the Washington area and does fantastic work.I have a set of these very castings which I have as yet to build. I only hope he looks as nice as this particular figure.Nice work, Clinton!
