Made by ....?

This figure belongs to Jim Haile.  Would anyone like to take a guess as to who built it?  To quote Jim, "he appears to be ready to run for office!"

Update from Mr. D:  Thank you for your comments.  All correct, in that the head was carved by Foy Brown, repainted and wigged by myself.  I built the body using hands by Braylu.  Jim dressed him.  Very striking character.  We like to think Foy would be pleased.
